Frisco Police Department Public Safety Technology Project
Proposed Recipient: Frisco Police Department

Amount of the Request: $4.00 million
Request Explanation: The purpose of this request is to support The City of Frisco’s Police Department's 275 officers and community safety initiatives by providing a platform to view public and community video sources for incident situational awareness and investigations. Current hardware for officers and patrol vehicles have proven to be unreliable in times of need. Body Worn Camera batteries are not able to hold a charge throughout an officer’s shift, In-Car Camera visibility is limited, current hardware is costly to replace and repair, and accessing recorded footage is time consuming and not accessible through cloud-based systems. Requested technologies will provide state of the art officer body and patrol camera systems. The project includes additional hardware to monitor the entire patrol vehicle perimeter plus a prisoner camera, cloud-based user-friendly software, and automatic hardware and software upgrades at 30 and 60 month marks to assist the Frisco Police Department with reliable and streamlined capabilities to effectively promote civilian and officer safety. The value and integrity of video evidence cannot be underestimated, and successful prosecution of offenders often hinges on clear and accurate video evidence. This technology allows implementing a complete program approach including the ability to activate cameras upon the deployment of non-lethal and lethal weapons, ensuring accountability and transparency between all involved. By obtaining these advanced technologies, this project will enhance situational awareness and keep our law enforcement teams prepared with live information to increase public safety. According to the US Department of Justice Bureau of Justice Assistance (BJA) division, the utilization of a wide range of technologies allows law enforcement officers to respond to crime events more efficiently, more deliberately, with improved operational intelligence, and with a proactive emphasis on officer, citizen, and community safety.
Highway 380 Improvement Project

Amount of the Request: $5.00 million
Request Explanation: This request is for the construction of a new location freeway connecting the Sam Rayburn Tollway around the south and east sides of the McKinney National Airport to US 380 on the far east side of the City of McKinney. A reliable, efficient transportation system is essential to providing adequate mobility for all the County's growth. The project will provide the ability for people and goods to move in and through the County without the congestion that will result from the growth without improvements such as this.

Rural Mental Health Coalition for Texas A&M Commerce
Proposed Recipient: Texas A&M University Commerce

Amount of the Request: $1.75 million
Request Explanation: This project would be a valuable use of taxpayer funds because it will provide high-quality healthcare, especially when it comes to mental health, for a population of over 103,000 people. Texas A&M-Commerce is leading the way to bring mental health services throughout Northeast Texas.
